According to Ana Maria Gouveia, the nurse responsible for the vaccination co-ordination programme in the Autonomous Region of Madeira, a total of 21,000 people have or will be vaccinated under the current conditions.

In addition, other members of the public have been told they have a life-threatening disease and need to be vaccinated, and the only way to ensure their safety is to pay for the vaccination upfront
