PS Wants Restricted Rental Car Zones

After requesting a feasibility study for a surface metro between Calheta and Caniçal, the PS presents another diploma aimed at transport/accessibility.

In this case, Gonçalo Leite Velho has submitted a draft regional legislative decree entitled ‘Legal Regime of traffic restriction zones for Rent-a-Car.’

The proposal “establishes the legal regime for the creation, implementation, management and supervision of the Traffic Restriction Zones for Rent-a-Car (ZRTRC) in the Autonomous Region of Madeira, ensuring the framework of municipal competences in the definition and delimitation of the ZRTRC on roads and spaces under municipal jurisdiction, and ensuring regional technical coordination by the IMT, regarding signaling, accreditation and interoperability, as well as the supervisory powers of the competent authorities.”

With this, the creation of Traffic Restriction Zones for Rent-a-Car aims to respond to this diagnosis with a targeted, flexible, and measurable instrument. The ZRTRC make it possible to delimit perimeters and periods of application, establish levels of gradual restriction – by environmental class, by hourly or daily quotas, or by zero emissions requirement -, provide for justified exceptions, such as emergency, accessibility, first/last needs of residents and workers – and articulate traffic management with the reinforcement of public transport, shared mobility solutions and real-time user information.

As you can imagine, this measure has received universal approval.
