On Thursday, independent councillor Luís Filipe Santos proposed at a Funchal City Council meeting that the municipality offer free parking for people with disabilities.
The initiative aims to strengthen social inclusion and improve the quality of life of citizens suffering reduced mobility. According to the councillor, the municipal executive committed to studying and analysing the proposal.
“The Chamber’s commitment is a good sign, but what really counts is seeing this proposal move ahead and turn into real action on the ground,” he said, emphasising that “this is a matter of basic social justice that can truly impact the lives of many people and deserves to be treated as a priority.”
In his statement, he explains that the initiative is framed in Article 10 of the Decree-Law No. 307/2003, of 10 December, which recognises specific parking rights for people with reduced mobility, reinforcing the need for public policies that promote equal opportunities.
In this sense, the creation of a municipal regime allows disabled badge holders to enjoy free parking in public parks under municipal management, as well as in surface parking spaces that are subject to a charge.
