From the 1st of January, the payment of the Social Mobility Allowance by CTT has been suspended, pending the publication of national ordinances.
However, according to the Regional Government, it is assured that the payment of the SSM for all tickets issued up to the date of publication of the new ordinance will be governed by the rules currently in force. Payments at CTT offices will resume as soon as the new legal framework is published.
In a press release, the Regional Secretariat for Tourism, Environment, and Culture stated that under Decree-Law No. 37-A/2025 of March 24, payment of the SSM was ensured through a transitional rule outlined in Article 23. This allowed payments to be made by the entity designated under the previous SSM model until the legally required electronic platform became available. However, the same article clearly specified that this transitional arrangement would end on the 31st of December 2025, or earlier if revoked.
As no ordinance note has been published containing the update of the SSM legal framework, the payment of the Social Mobility Allowance has been suspended, from the 1st of January 2026. It is now up to the Government of the Republic to publish the decree-law that updates Decree-Law No. 37-A/2025, of 24 March; the ordinance that amends and updates Ordinance no. 138/2025/1, of 28 March, namely concerning the rules for payment of the SSM, and the ordinance that regulates the operation of the electronic platform provided for in the legislation.
“Despite this situation, it is assured that the payment of the SSM for all tickets issued up to the date of publication of the new ordinance will continue to follow the rules currently in force,” guarantees the Regional Government.

Until the entry into force of the new legal framework, the submission of applications for Social Mobility Allowance under the Insular Student Programme is also suspended.
