The CDS-PP will present a draft bill to the Assembly of the Republic, entitled “Establishment of a Funeral allowance regime for minors and those with disabilities, where the disability isgreater than 60%, due to the lack of contributions to Social Security.” The bill aims to create an adequate social response to assist those who are financially vulnerable or unable to contribute to social security payments due to being unable to work.
In a statement, the party points out that the initiative aims to ensure greater social and material justice, preventing situations of exceptional distress from being treated with purely symbolic support, which is insufficient to cover the real cost of funeral expenses.
Under the law in force, this amount attributed, in the face of the death of minors and people with disabilities, considered low by the party, comes from the lack of contributory payments, leaving them with “reduced public protection.”
In this context, the CDS points out that the draft law proposal intends to “materialise the right to social security and the special protection due to children and people with disabilities, ensuring that, when there are no death benefits due to the lack of Social Security contributions, the funeral allowance can be awarded, with objective criteria, based on proof of expenses and previously defined maximum limits.”
The party also points out that the proposal does not aim to “create arbitrary privileges or distort the logic of the contributory social security system; rather, it aims to affirm, within the scope of the family protection subsystem, a proportionate and equitable response, promoting dignity, predictability and coherence in the allocation of support.”
