The Public Security Police (PSP) has launched information on the mandatory insurance for scooters and other personal mobility vehicles, which comes into force on Friday, the 20th of June.
According to a press release from the PSP, through the Regional Command, all users of electric scooters and other motorised personal mobility devices (DEMOP) are now required to take out civil liability insurance, as stipulated by Decree-Law No. 26/2025, of the 20th of March.
The authority adds that the new obligation applies to all motor vehicles that meet at least one of these criteria: maximum speed above 25 km/h; weight greater than 25 kg; and speed greater than 14 km/h.
The PSP points out that among the most common examples are electric scooters, Segways, and hoverboards.
Only equipment intended exclusively for the mobility of people with disabilities, such as electric wheelchairs, is exempt from this obligation. Everything else is included within this Law. Furthermore, the Authority warns that insurance is required even when the vehicle is no longer in use.
“Insurance will be mandatory even if the vehicle is not being used, as long as it is ‘in circulation’ in the legal sense – that is, ready to be used on public roads, it must be insured.”
From the date of entry into force, “the Public Security Police (PSP) will be empowered to inspect and apply administrative offences to all uninsured vehicles.”
Finally, the PSP adds that the responsibility for contracting insurance falls on the user of the vehicle. However, it warns sellers and commercial entities that they have a “duty to inform customers about this legal obligation at the time of sale.”
