The Madeira Liberal Initiative(IL) party has expressed its concern about the installation of solar carports in public car parks in the municipality, namely in Parque Jardim da Graça, a project recently launched by the City Council. Stating:
“Although we recognize the importance of initiatives that promote sustainability and energy transition, we consider that this project needs further analysis and discussion.”
“Machico is a unique city, located in a valley flanked by mountains, crossed by a central river, and with stunning panoramic views, both from the valley level and the various viewpoints located on its slopes. The installation of solar carports, especially in areas close to the historic centre, can introduce significant visual changes that compromise the harmony between the natural and urban environment,” contextualizes, António Nóbrega, IL coordinator (Machico Municipality).
According to António Nóbrega, the large structures planned in this project may be visible not only at ground level, but also from viewpoints and elevated points, negatively affecting the panoramic views that are Machico’s natural and cultural heritage. In addition, the proximity to the historic centre, one of the most important points of the municipality’s identity, is a cause for concern, since these interventions can generate a visual and aesthetic decontextualization of the urban space.
Now, faced with a dilemma, he questions “whether the impacts of this project have been properly analysed, namely in terms of its integration into the landscape and the potential impacts on biodiversity, especially on the river banks.” He considers that respect for the identity and heritage of Machico “is crucial to ensure that sustainable development does not occur to the detriment of the landscape, culture and local tourism.”
Another point that deserves clarification, in his understanding, “is whether these covered parking lots will be pay and display.” If so, he considers that this change “will bring additional burdens to the local population, especially for those who depend on these parking spaces, and having to pay for them may create further financial barriers to the local population.”
IL reinforces its commitment to sustainable development that respects the cultural and natural heritage of Machico. “We, therefore, request that the City Council clarify these issues and, if necessary, reassess the project in the light of a more in-depth study that contemplates the concerns presented here”. He concludes by saying that “the future of Machico must be built with balance, ensuring the preservation of its identity and the well-being of its population.”
