Three Bids for Hospital Tender

Three construction companies have submitted bids for the third phase of Madeira’s new Central and University Hospital, with proposals ranging from approximately €354 million to €408.5 million.

The tender closed on the 13th of October, and the assessment of proposals begins today, the 14th of October. This phase covers general infrastructure, finishing work and technical installations essential to completing the hospital.

The competing groups are:

  • Mota-Engil and CAPSFIL – Carlos Augusto Pinto dos Santos & Filhos.
  • Tecnovia Madeira, AFAVIAS and HCI.
  • ETERMAR, CASAIS, Teixeira Duarte and Teixeira Duarte Madeira.

Tecnovia Madeira and AFAVIAS already have a direct involvement in the hospital project, forming part of the consortium awarded the second phase in 2022. AFAVIAS also carried out the first phase, covering excavation and retaining works.

The tender jury will evaluate the submissions against the established award criteria before presenting its recommendation to the Regional Government.

The contract has a base price of €415 million, increased from the €265 million set for an earlier tender that attracted no bids.

Following the award, the signing of the contract and completion of the required legal procedures, including prior scrutiny by the Court of Auditors, work is expected to begin in early 2027.

Completion of the hospital is scheduled for the end of 2030. The project aims to increase the regional health service’s capacity and provide modern facilities and better conditions for patient care.
